Luke leads the climate and energy team at Energy at the European Environmental Bureau (EEB). Before joining EEB, Luke was a policy analyst and climate economist at the Mercator Research Institute on Global Commons and Climate Change (MCC) in Berlin. He previously worked as an economist at the Organisation for Economic Co-operation and Development (OECD) in Paris and at the German Institute for Economic Research (DIW) in Berlin.
He has a PhD in economics from the Paris School of Economics, an M.Phil in Economics, and a Bachelor’s degree in Philosophy, Politics and Economics from the University of Oxford.
