EU Rolls Out Mandatory PFAS Monitoring to Safeguard Drinking Water

Millions of Europeans could be drinking water contaminated with PFAS, a class of persistent and toxic chemicals now subject to mandatory monitoring across the EU. 

The requirement, effective from January 2026, is intended to ensure safer water supplies and reinforce access to clean drinking water as a fundamental right. It marks a significant step in Europe’s efforts to address contamination by so-called “forever chemicals.” The obligation stems from the recast Drinking Water Directive, which introduces new limit values for PFAS (Per- and Polyfluoroalkyl Substances) and establishes uniform testing requirements across the bloc. 

Adopted in 2020, the revised directive required member states to transpose its provisions into national law by January 2023. While many of its measures have been gradually implemented, the PFAS monitoring requirement is now fully in force, making this the first time the EU has mandated systematic testing of these substances in water intended for human consumption. 

Under the directive, drinking water must meet defined safety and quality standards to be considered safe and clean. The new reporting framework is designed to be simpler than the previous system, reducing the volume of data required while ensuring greater consistency across countries. According to the European Commission, the measure directly supports the EU’s Water Resilience Strategy and reinforces the principle of access to safe drinking water as a fundamental right. 

What are forever chemicals? 

PFAS are a large group of synthetic chemicals widely used in industrial processes and consumer products, valued for their resistance to heat, water, and oil. However, they are also highly persistent, toxic, and prone to accumulating in the environment and human bodies. A 2025 report by the Health and Environment Alliance suggests that around 12.5 million people in Europe live in areas where drinking water is contaminated with PFAS, raising serious public health and environmental concerns.

“This is a health issue as much as an environmental one,” said Maltese MEP Thomas Bajada in an interview with REVOLVE. “PFAS and bisphenols are showing up in drinking water across Europe, and people rightly expect action. We need common limits to stop harmful levels of these substances from entering rivers and groundwater, and we must tackle the problem at its source.” 

Bajada stressed that monitoring alone is not enough. “That means restricting non-essential uses, investing in better treatment technologies, and supporting local water providers in managing contamination. This is about safety, trust, and doing what is right.” 

Root causes overlooked 

Despite welcoming the new standards, many experts and environmental advocates argue that the directive addresses the symptoms of PFAS pollution rather than its root causes. Sian Sutherland, co-founder of A Plastic Planet, told Euronews Green that monitoring systems, while important, do not prevent contamination from occurring in the first place. 

“Thousands of forever chemicals remain in circulation, protected by a regulatory system that reacts to pollution instead of stopping it,” she said. “Harmonised monitoring matters, but without strong, independent enforcement and meaningful penalties for producers, member states can report data without achieving real change.”

For some observers, the drinking water directive is only the opening move in a broader regulatory effort. The more consequential battle is expected to take place under the EU’s REACH chemicals regulationIn January 2023, five member states submitted a proposal to restrict the entire class of PFAS – more than 10,000 substances – across all non-essential uses. 

That proposal is currently under evaluation by the European Chemicals Agency’s (ECHA) scientific committees, with final opinions anticipated in 2026. If adopted, potentially around 2027, the restriction would represent one of the most sweeping chemical bans in EU history, affecting sectors from medical packaging to defense and industrial manufacturing. Such a move would shift the focus from managing contamination to preventing it altogether, effectively cutting off the source of PFAS pollution.

As PFAS monitoring requirements come fully into force, the EU has taken a decisive step toward understanding the scale of contamination in its drinking water. Yet monitoring alone cannot resolve a problem rooted in decades of unchecked chemical use. The real test will be whether forthcoming decisions under the REACH regulation move beyond measurement to prevention. If the proposed PFAS restriction is adopted, Europe could shift from managing exposure to eliminating it – marking a turning point in how the bloc protects public health, water resources, and environmental trust.
