Understanding Flooding’s Role in a Changing Climate
Urban flooding is emerging as one of the fastest growing and costliest climate challenges in Europe. In 2023 alone, extreme flooding events displaced thousands of people and caused more than €12 billion in damages across EU regions, with vulnerable communities bearing the brunt of destroyed homes, disrupted livelihoods, and heightened health risks. Scientists warn that heavier rainfall, rising sea levels, and retreating glaciers will only intensify these risks, especially in densely populated urban areas where outdated infrastructure cannot keep pace with changing weather patterns.
Against this backdrop, EU Regions Week 2025 provides a critical moment to highlight how resilience is being built not only through European policies but also through local action on the ground. For journalists, this story connects directly to the daily lives of citizens: it is about how communities adapt to a changing climate, how technology can mitigate risks, and how local empowerment is becoming central to survival in the face of increasing floods.

- Christian Billund Dehlbæk (VIA University College) will explore lessons from innovative flood-resilient demo houses.
- Amalie Vestergaard Laursen (University of Copenhagen) will highlight the social aspects of resilience, drawing from her anthropological background and experience as project manager for Denmark’s contribution to the Horizon Regions4Climate project.
- Rafael Sánchez-Diezma (HYDS) will share insights on how Catalonia’s emergency services are using the Argos early warning system and transferring this technology to local civil protection teams.
- Both Christian and Rafael will present their contributions to the RESIST Project – an EU-funded project under the EU Mission on Adaptation to Climate Change.
