Fair Funds, Fair Future: Investigating EU Climate Funds After the DANA

Investigating how EU climate funding shapes recovery, resilience and environmental justice in post-DANA Valencia 

Eighteen months after the devastating DANA floods of 2024, Valencia remains at a critical crossroads. While significant European recovery and climate funds have been mobilised, questions persist around how these resources are being implemented, who benefits from them and how their impacts are experienced across affected territories. The complexity of tracing these financial flows,  from policy frameworks to local realities, poses an important challenge for journalists, civil society and communities alike. 

In response, REVOLVE, together with MIRA-ReCommon and Marea Media, and with the support of Journalismfund Europe, is launching Fair Funds, Fair Future: a training programme focused on journalism and environmental justice in Southern Europe. As part of the initiative, an intensive workshop will take place in Valencia, bringing together journalists, activists and territorial actors to critically investigate EU Recovery, Cohesion and Just Transition funds in territories deeply affected by environmental and social crises. 

The workshop approaches climate finance through a territorial lens, connecting European funding systems with the realities on the ground. Participants will explore how EU recovery and cohesion mechanisms function, how funding is allocated and monitored, and what tools exist to investigate their implementation. The programme also examines the tensions that emerge between institutional narratives and local experiences in post-disaster recovery processes. 

Structured as a progressive learning journey, the workshop moves from understanding the broader architecture of EU climate funding to examining its concrete application in Valencia following the DANA floods. Through collaborative sessions, participants will analyse the role of journalism as a tool for accountability, transparency and public engagement, while developing practical investigative approaches to follow the flow of climate finance. 

A central component of the programme will be a field visit to Tancat de la Pipa, located within the Albufera wetland area. The site will serve as a living case study to explore how climate funding translates into territorial interventions linked to ecosystem restoration, water management and nature-based solutions for flood mitigation.  

The participants will also have the opportunity to develop investigative proposals eligible for microgrants and editorial mentoring by REVOLVE.
